Naperville 203 ‘Posting’ Executive Summary

  • As the 2025–26 school year approaches, Naperville Community Unit School District 203 continues to engage in productive negotiations with the Naperville Unit Education Association (NUEA).

    Our priority remains reaching a solution that supports students, values exceptional educators, and reflects the principles of the Naperville 203 community.

    Earlier this month, NUEA leadership initiated the public posting process permitted under the Illinois Educational Labor Relations Act. While this step is not required unless negotiations have reached an impasse, we are now legally obligated to participate. As a result, the Board of Education’s most recent offer is posted online and shared with the community.

    We appreciate NUEA’s public acknowledgment that, despite initiating the process, they remain optimistic about reaching an agreement before the school year begins. We share that hope and are committed to working toward resolution during the next scheduled mediation sessions on August 7 and 8.

    Throughout this process, we continue to negotiate in good faith, with a focus on:

    • Maintaining competitive salaries and benefits;
    • Maintaining the district’s long-term financial health; and
    • Enhancing the educational experience for students and staff.

    Key elements of the Board’s current offer include:

    • Competitive compensation
      • A salary schedule that exceeds projected revenue growth while preserving fiscal stability. The Board of Education’s proposal provides average increases of 4.24% for 2025-2026 and 3.78% for 2026-2027.  In the 2027-2028 and 2028-2029 school years, the increases are tied to the Property Tax Extenstion Limitation Law (PTELL) Consumer Price Index plus 0.5%
      • The proposal increases the starting salary for educators with only a bachelor’s degree and no previous teaching experience by 4.1%. 
      • Maintains 85% BoE paid insurance premiums for single and family coverage
      • Increased hourly rates of pay for all extra work opportunities inside and outside of the school day. 
    • Improvements to the school day: Proposed changes allow for flexibility should there be changes to the school day to innovate the experience for students and staff.

    By contrast, the compensation package proposed by NUEA would create an unsustainable budget deficit, potentially resulting in significant staff reductions or increased property taxes.
