When will we receive the check? (updated 3/11/21)
The Business Office is processing the checks in batches, grouped by payee ZIP code. There are four statuses for the checks: Awaiting Printing, Printing, Preparing for Mailing, Mailed. Please see the grid below for the latest update for your zip code.

What are the income tax implications regarding this check? (new 3/11/21)
The check you received is a distribution of surplus funds. Although it is based proportionally per statute to the amount of taxes paid per property in 2020, it is not a tax rebate or refund.
District 203 will not be issuing 1099s because of this distribution. This check should not affect income taxes. However, we advise that if you have specific income tax questions, it is always best to consult with a tax professional.

Why am I getting a check from District 203?
Certain budgeted expenditures for the 2019-2020 school year were lower than allowed for in the District’s annual budget. It was determined that certain anticipated budgeted expenditures attributable to in-person learning were not necessary due to the District’s shift to remote learning and the District’s inability to provide certain services related to the Covid-19 pandemic. As a result of greater than projected revenue and less than expected expenditures, Naperville 203 ended fiscal year 2020 with a larger than planned surplus. One of the goals of the Board of Education is to steward resources effectively and provide relief to taxpayers when able.

What properties are eligible for a distribution?
The Fiscal Responsibility Law (35 ILCS 200/30-1) outlines the process of distribution and eligible properties that includes:
- Taxable homestead properties
- Commercial properties
- Industrial properties

What is a taxable homestead property?
Illinois Property Tax Code identifies “homestead” property as residential property that is occupied by its owner as their principal dwelling place. Therefore, properties that qualify for the General Homestead Exemption, meet this definition

What properties are not eligible for a distribution?
The following types of properties are not eligible:
- Non-homestead properties
- Properties located within a tax increment financing district
- Properties classified as apartment buildings
- Properties classified as farms
- Properties classified as exempt

I sold my house prior to January 19th 2021. Am I eligible?
No. The Resolution passed by the Board of Education is for the disbursement of surplus funds to property owners of record as of January 19, 2021.

Possibly. The Resolution passed by the Board of Education is for the disbursement of surplus funds to property owners of record as of January 19, 2021.

How was my amount determined?
Section 30-25 of the Fiscal Responsibility Law outlines this process such that each eligible property will receive a proportional share of the funds based on the amount of taxes paid to the school district under the most recent tax bill.

Will this be a credit on my tax bill?
No. The relief will come as a check in the mail.

Is the check a tax refund?
No. The check is your portion of a distribution of surplus funds as determined by the Board of Education resolution. However, the law dictates that the amount of the distribution is proportional to the amount of taxes paid per eligible property.
