Michael P. Frances Named Naperville 203’s Chief Financial Officer/Chief School Business Official

On February 19th, the Naperville Community Unit School District 203 Board of Education appointed Michael P. Frances the Chief Financial Officer/Chief School Business Official (CFO/CSBO) effective March 1, 2019. Mr. Frances joins the District with over 25 years in finance, with a concentration in the field of education, having most recently worked at Forecast5 Analytics and PMA Financial Network. He also served as the Assistant Superintendent for Finance at Oswego Community Unit School District 308.

 

“Naperville 203’s level of academic excellence is matched by its financial stewardship to the students and community it serves,” said Mr. Frances.

 

Mr. Frances’ career has focused on school business management including advising and managing over 30 Illinois school districts on financial forecasts for both multi-year and current year-end projections. He was also instrumental in strategizing with districts about tax changes, negotiations and bond sales.

 

“Michael’s experience managing school district budgets, reviewing financial forecasts and negotiating contracts makes him an asset to Naperville 203,” said Superintendent Dan Bridges. “I look forward to bringing his depth of financial experiences to our leadership team in support of the fiscal mission of the District.”

 

Mr. Frances has a Bachelor of Science in Finance and a Master of Science in Education, both from Northern Illinois University.
