Answer: The perception that the district is overstaffed with administrators often stems from how data is categorized on the State School Report Card versus how our district actually operates. The state’s reporting criteria counts any staff member who holds a Professional Educator License (PEL) and serves in a supervisory role as an "administrator." In our district, this count includes Department Chairs, who are actually members of the Teachers’ Association and fall under the teacher contract, not the administrative one.

To provide full transparency, the district currently employs 104 administrators (73 based in schools and 31 at the district level). We are further streamlining these operations for the upcoming school year, reducing the total to 97 administrative positions, with 85% of those cuts occurring at the district office. These changes result in a student-to-administrator ratio of 163:1, which is significantly higher than the state average of 136:1. This means our administrators serve 20% more students than the state average, ensuring that our staffing remains lean and our resources are prioritized toward direct student instruction.

Answer: We are currently addressing a projected structural imbalance in our five-year forecast. While we remain in a strong financial position today, the Board has directed the administration to create a plan that aligns our spending with our revenue limits for FY2027 and beyond. Naperville 203 takes the safety and security of our students as our highest priority and strictly adheres to all Illinois laws and Title IX regulations regarding student protection. Under the Abused and Neglected Child Reporting Act (ANCRA) and Faith’s Law, every district employee, including teachers and administrators, is a Mandated Reporter. The Board of Education is as well. A Mandated Reporter is required by law to immediately report any suspected abuse or grooming to the Illinois Department of Children and Family Services (DCFS).

Our district processes are aligned with the law, designed for transparency, and initiate immediate action. If an allegation of misconduct involving a staff member is made:

• Immediate Reporting: A report is filed with DCFS and, when appropriate, local law enforcement.
• Title IX & Safety Assessment: Trained Title IX investigators in our buildings and district office initiate a formal inquiry. If a safety assessment indicates a threat, the staff person is placed on administrative leave.
• Implementation of Supportive Measures: We provide immediate safety steps and accommodations to ensure the student feels safe and supported. This may include counseling services and increased monitoring of campus areas.
• Parental Notification: The district coordinates with investigating agencies to ensure parents are notified promptly. Under Faith's Law, we follow specific mandates to notify parents or guardians whenever an employee is alleged to have engaged in misconduct.
• Active Communication: Parents are notified of active investigations and remain a primary part of the process throughout the entire inquiry.

Furthermore, our staff undergoes annual mandated training on Faith’s Law, Title IX compliance and recognizing the warning signs of grooming and boundary violations. We remain committed to a culture of accountability where student safety is never compromised and parental communication is immediate, honest, and direct.
