Residency Policy

In April of 2008, the Board of Education made a revision to District 203's policy regarding residency, which is aligned to the Illinois School Code.

Tuition-paying students will not be accepted, with the exception of a student whose family plans to move into the District within 60 calendar days after the date that the student first attends school in the District. Students from families moving into the District may attend school here, but must pay tuition. The daily rate is $58.66 per day, per child.

A signed sales contract or lease agreement must be presented. Tuition will be payable monthly, in advance, with the first month’s tuition being due by the first day of attendance by the student in the District and the second month’s tuition being due by the first day of the second month of attendance by the student in the District.

If the non-resident student becomes a bona fide resident in less than 60 days following the date that the student first attends school in District 203, a pro-rated reimbursement of any non-resident tuition paid to the District will be reimbursed to the parents/guardians of the student.

At the time of enrollment, the parents/guardians of the student must present appropriate evidence of the plans to move into the District (signed sales contract or lease agreement) and agree to immediately withdraw the student in the event that the student has not become a resident within 60 calendar days of the first day of attendance by the student in the District. The student will not be allowed to re-enroll following withdrawal until such time as the student becomes a bona fide resident of the District.

New Student Enrollment Packet

You may download a Naperville School District 203 Residency and Enrollment Documentation Packet (Paquete de Inscripción) which outlines requirements for incoming Kindergartners as well as new older students. These items include:

  • Proof of residency documentation requirements
  • Enrollment form
  • Birth Certificate - original or certified copy
  • Home Language Survey
  • Needs Assessment of Special Education, Early Intervention or Gifted Students
  • Denial of Permissions for Publications, Media Releases, Directory Information and Military Recruitment
  • Parental Consent for Release of Records
  • State of Illinois Department of Human Services Certificate of Child health Examination
    • All Kindergarten, 6th and 9th grade students and all students enrolling from out of state shall have a physical examination before October 15 of the year of the required exam or within 30 days of enrollment for new students from out of state. The exam must be dated within one year prior to the date the student enters school.
  • State of Illinois Department of Public Health Eye Examination Report
    • All Kindergarten students and all students enrolling from out of state shall have an eye examination before October 15 of the year of the required exam or within 30 days of enrollment for new students from out of state.
  • State of Illinois Department of Public Health Proof of School Dental Examination
    • All Kindergarten, 2nd and 6th grade students must have an oral health examination performed by a licensed dentist. The exam is due no later than May 15 of the year of the required exam. The exam must have been performed any time within an 18 month period prior to this due date.

Enrollment of new students must take place in person. No mailed, emailed or faxed forms will be accepted.

Student enrollment takes place at the Centralized Enrollment Office at the District 203 Administrative Center, 203 W. Hillside Rd., 630-548-4320, from 7:30 AM to 4:30 PM, Monday through Friday. Once enrollment has been completed you will be directed to the school your child will be attending to complete registration. High school students will make their course selection at this time.

Authority for School Districts to Charge Fees
 
Illinois statutes permit public school districts to charge students a fee for the rental of textbooks, as well as fees for materials and supplies that are used in the course of a student’s education. Illinois courts have consistently upheld the legality of schools charging fees for textbook rental and supplies. In general, school districts may not charge tuition to students residing in the district who attend public schools.

The fees charged by Naperville Community School District 203 are neither excessive, nor are they out of line with those charged by other school districts. In fact, some comparable school districts charge fees that are up to 60% higher. Several public high schools require students to purchase all textbooks and materials each year (rather than using the same textbook over several years) at a much greater cost to students.

In a typical year, Naperville District 203 will collect $1.2 million in general registration fees. The District budget will contain over $1 million for textbook and curriculum materials. The individual schools will spend $2.1 million for general supplies and materials, library materials, equipment, classroom supplies, and other consumable material each year. The annual fee charged to students is intended to cover only a portion of the cost of these items.

The District annually collects approximately $450,000 in Technology Fees. A portion of this contributes to the District supplying schools with technology equipment such as peripheral devices, general software licenses and other services. The majority is utilized to provide individual schools with peripheral devices, technology supplies and software licenses used within the school. Student technology fees help provide services, applications and tools to students as defined by the building’s leadership and technology teams and aligned with each of the Schools Improvement Plans.
